Case 1 — OTC cashouts: compliance OTC desks in Singapore, Hong Kong, and Dubai have, through 2024-2025, flagged Vanuatu passports as a high-risk source. Several major counterparties decline outright. The trigger: after the EU revocation, the AML-rating systems used by these desks downgraded Vanuatu passport credibility en bloc.
Case 2 — Exchange KYC: in 2025-2026, mainstream Tier-1 exchanges escalated secondary-KYC requirements for Vanuatu-passport holders. Many demand an additional identity document. Net effect: a passport bought to simplify KYC has become a KYC friction source.
Case 3 — European travel: Schengen visa-free is gone. He now applies for a Schengen visa exactly as he would on his Chinese passport — same forms, same documents, same wait — except his exit stamp now reads Vanuatu.
That is why I told him the USD 130K was not theft. It was the joint product of 2018-2019 Vanuatu marketing and information asymmetry, and he paid both bills.
In 2026, an HNW second-passport portfolio is not measured by how many passports you hold — it is measured by how many of them will still deliver certainty across the next 3-5 years. Vanuatu, as of 2026, no longer clears that bar.

A: Yes, but the use-case is narrow: as the last redundancy layer for HNW clients already holding a strong primary passport, or as a pure-emergency tool when any non-home-country passport must be obtained inside 4-6 months and the four big visa-free destinations don't matter. Outside those, we will not actively recommend Vanuatu to new clients in 2026.
