Since the Nauru ECRC programme launched in late 2024, I've watched multiple clients across the industry hit the same outcome: $5,000 application fee + legal fees + DD fees all paid — months later, told they failed DD. That money, in most cases, is non-refundable.

Why is Nauru's background check this strict? Three reasons:

  • The programme is brand new, and Nauru's government is most afraid of a "year-one incident" — they would rather over-reject applications than risk an EU / FATF watchlist mention later.
  • The DD firms contracted are top-tier international names — finer-grained than the DD used by some Caribbean 5 programmes. Any foreign litigation record, adverse media, FATF-monitored country residency history, or single-entity large cash transactions can trigger a rejection.
  • Source-of-funds documentation thresholds approach Malta's standards — but clients expect "small Pacific island = relaxed" and arrive with materials that fall far short, leading to direct denial.
