A person whose previous passport used a married name and who now wants the birth surname needs the listed birth, marriage and separation or divorce records. If those records are unavailable, proof of usage may be required.
A proof-of-usage change has its own test. The Passport Service asks for two original documents from different sources dating back at least two years from the application. Government correspondence, photo identification, payslips, utility bills or lease records may fit. The same page says deed polls are not accepted for changing the name on an Irish passport.
If the consultant's combined surname is not the married name supported by her certificate, she should not assume that marriage alone resolves the request. A few recently changed accounts do not create two years of evidence. She should confirm the appropriate route before sending her current passport.
The foreign passport can connect identity, but it does not decide the Irish name
A foreign passport may show a photograph, birth details and an actively used name. It cannot direct the Irish Passport Service to print that name. When two passports temporarily use different names, create a name bridge. Record the birth-certificate name, the civil marriage or other supporting record, the Irish passport name, the foreign passport name and the airline account name. Put the official linking document beside each difference. This improves traceability, but it does not promise airline or border acceptance.
The Irish passport book may also carry an observation for the birth-certificate name or a previous passport number where the official requirements are met. An observation supports continuity; it does not replace the evidence for changing the main name. The Passport Card cannot carry the same observation.
Assign each passport before changing the booking
The itinerary may include U.S. airline check-in, arrival in Europe, movement through Ireland and the return to the United States. If the passports show different names, do not leave the ticket in a provisional new name and hope the desk agent resolves it. Ask the carrier which passport must match the booking for each relevant leg.

That boundary is more useful than guessing a delivery date. Put the wedding date, ticket-change deadline, document-mailing date and fallback itinerary on one page. If the window is already narrow, adjust the trip rather than treating the U.S. passport as a guaranteed cure for every name, visa or entry issue.
