The World's First Approved Chinese Applicant

On January 22, 2026, the Ken Huang team closed the world's first approved Chinese-national case — not the most expensive passport on the market, but currently one of the lowest-threshold, most flexible, and fastest-processing African citizenships available. No home-country police clearance required, applicable even without a valid passport or with an expired one, work permit accepted as starter document — and obtainable only through IPO Immigration's exclusive channel.

Three Things Only We Can Do
Other Agents Cannot

São Tomé has a low barrier to entry — which means many agents offer it. But the three advantages below are exclusive to our channel, and only available when you follow our exact procedural guidance.

No Home-Country Police Clearance Required

Traditional CBI programs stall at "notarized police-clearance certificate" — many clients cannot obtain one domestically, and cross-border notarization is slow and costly. Our channel works without this hard requirement.

No Valid Passport? Still Eligible.

This is a genuine breakthrough. Virtually every other passport program requires the principal applicant to hold a valid passport. We can initiate with alternative government-issued ID — a lifeline for clients who currently cannot leave their country.

US Work Authorization Is Enough to Start

For Chinese nationals in the US: EAD, H1B, and OPT all qualify as starting documents. You don't have to wait for a green card, and you don't have to naturalize first. If you hold any legal US status document, we can start your file.

Important Notice: The exclusive advantages above are achievable only through the professional channel operated by Ken Huang personally at IPO Immigration. Other agents cannot replicate this. Applications must follow our procedural guidance precisely — deviation forfeits eligibility.

Why Now Is the Best Moment for São Tomé

① Program Just Opened

São Tomé's CBI program only opened internationally in 2026 — entry costs are at their lowest. Caribbean programs raised prices three times between 2017-2024. São Tomé is on the same trajectory.

② Short Due-Diligence Queue

St. Kitts and Dominica DD queues run 4-8 weeks. São Tomé currently clears DD in ≤ 2 weeks. That window will close as volume picks up.

③ Chinese Approval Path Is Proven

The official processing path for Chinese-background applicants is now established. Next clients run through a validated pipeline — no one has to be the test case anymore.

④ Policy Tightening Is Likely

OECD and EU pressure on Caribbean CBI keeps escalating. African programs may face the same scrutiny soon. Earlier starts reduce regulatory exposure.

  • No Inheritance Tax · No Capital Gains Tax — Suited for intergenerational wealth transfer and offshore asset structures.
  • No Residency Requirement — You never have to visit São Tomé. Entire process is remote.

  • Citizenship for Life · Transferable to Future Generations — Children automatically inherit.

Five Steps to Your Passport · 2-3 Months Total

São Tomé's CIU is headquartered in Dubai (official arrangement). We work with the CIU directly. From first conversation to passport in hand averages 60-90 days — one of the fastest windows available in any Caribbean or African CBI program right now. Fully remote throughout.

Step 1 · Free Pre-Assessment & Engagement (1-2 weeks)

Add Ken on WhatsApp he personally reviews your profile confirms eligibility for the exclusive channel (no-police-clearance / no-passport) passport pre-clearance signed engagement and retainer paid. The consultation itself carries no fee.

Step 2 · Document Preparation & Submission (2-3 weeks)

We deliver a complete checklist (birth records, police clearances, source of funds, family relationships). All documents must be notarized, apostilled, and officially translated. Once the package is complete, the application is submitted to the CIU along with the non-refundable $5,000 submission fee.

Step 3 · Government Due Diligence (~6 weeks)

The CIU commissions an independent international DD firm to run background checks against Interpol, World-Check and other government databases on the main applicant and every family member aged 16 and above — criminal history, source of funds, and security screening. When your file follows our checklist, 95% clear on first submission.

Step 4 · Ministerial Decision & Investment Payment (2-3 weeks)

Once DD clears, the CIU forwards a recommendation to the Minister and Cabinet Cabinet approves you receive the Approval-in-Principle letter. You then have 90 days to complete the NTF contribution, remaining government fees, and the electronic oath (all remote) — locking in your citizenship.

Step 5 · Citizenship Certificate & Passport Issuance (1-2 weeks)

Proof of payment to the CIU Certificate of Registration issued São Tomé national ID + passport printed couriered internationally to your address. Your whole family now officially holds São Tomé and Príncipe citizenship.

São Tomé Passport · ~70 Visa-Free / On-Arrival Destinations

São Tomé Passport · Who It Fits, Who It Doesn't

Ken's principle: São Tomé isn't for everyone. Use the table below to decide calmly.

Strong Fit

  • Families with $100-130K budget seeking best cost-to-value ratio
  • Clients unable to obtain home-country police clearance
  • Applicants without a valid passport (or unable to renew)
  • Chinese nationals in the US holding EAD / H1B / OPT who want a second ID fast
  • Business owners needing overseas asset or corporate structures
  • Clients wanting a passport in hand in months, not 2-3 years

Not Recommended

  • Primary goal is EU / Schengen visa-free access — São Tomé doesn't cover Schengen
  • Primary goal is UK/US visa ease — São Tomé doesn't cover US or UK
  • Seeking a "prestige" passport — São Tomé is low-profile in Asia
  • Want children on a fast-track to Euro / US education — see Malta / Grenada
  • Serious adverse records or international sanctions listings
  • Planning to formally renounce home citizenship — consider EU programs instead

The 10 Questions Clients Ask Most About São Tomé

Is São Tomé citizenship actually legitimate, or is this some gray-market scheme?
100% legitimate. The São Tomé and Príncipe Citizenship by Investment program is administered by the country's Citizenship Investment Unit, with funds flowing directly into the National Transformation Fund (NTF). The passport is a standard, internationally recognized diplomatic-grade document — identical to one held by a native-born citizen. The program operates through officially authorized agents; our team holds that authorization.
Why do different agents quote anywhere from $90K to $150K for the same program?
Two drivers: ① Agent service fees — these vary widely ($10-50K), and some agents exploit information asymmetry; ② First-time approval rate — low-cost agents often submit sloppy applications, and if DD is rejected, you pay DD fees again plus potential re-submission costs. We publish a transparent, itemized quote and do not play the "low entry price, padded back-end" game.
I don't have a passport — I can't even apply for one in my country. Can I still qualify?
Yes — this is one of our exclusive capabilities. Traditional CBI programs require a scanned valid passport from the principal applicant, which is a hard stop for many clients. Our channel allows alternative government-issued ID (including US EAD, state ID, or auxiliary documents we help assemble) as the starting document. Each case requires one-on-one evaluation — not every situation qualifies. Reach out via WhatsApp for a confidential assessment.
Will applying for São Tomé citizenship cause me to lose my original nationality?
Depends on your home country's policy. Mainland China does not legally recognize dual citizenship — if declared, a Chinese passport may be canceled. However, São Tomé does not require renunciation of your original citizenship, and the Chinese government is not notified during the application process. This is a sensitive topic; Ken will advise on whether and when to declare, based on your specific situation. These details are discussed privately, not published.
Can I use a São Tomé passport to enter the US visa-free?
No. São Tomé is not on the US Visa Waiver list. A B1/B2 visa is required to enter the US. If you already hold lawful US status (green card, EAD, student visa), the São Tomé passport is useful as a secondary travel document — not as a US entry document. For visa-free US access, consider a Caribbean CBI combined with E-2 visa treaty.
If my spouse and children apply with me, does each person need to complete due diligence?
Yes for applicants 16+ — DD fees are per-person (see pricing table). Ages 12-17 receive simplified DD at lower cost. Under 12s do not require independent DD. DD checks cover: Interpol Red Notices, US OFAC sanctions lists, domestic and foreign litigation history, and news/media exposure. We run a preliminary risk check before you commit financially.
Do I have to visit or reside in São Tomé after obtaining the passport?
No. The São Tomé CBI program has zero residency requirement — you never need to set foot in the country. This is a major advantage over traditional programs like US EB-5 or Canada's Quebec program. Passport validity is 5 years initially, with fully remote renewals thereafter.
What happens to my citizenship if São Tomé becomes politically unstable in the future?
Theoretical vs. practical risk. São Tomé has maintained a stable multi-party democracy since 1991, with steady economic growth and good diplomatic relations with China. Even in extreme political-change scenarios, citizenship — as an internationally recognized right — is not retroactively revoked. Comparable precedent: citizens of Afghanistan and Iraq retained citizenship despite regime changes. Ken's advice: for clients concerned about single-jurisdiction risk, combine a secondary passport (e.g., Grenada + São Tomé, or Turkey + São Tomé).
How do I verify your team is legitimate — not a fly-by-night agent?
Several verification paths: ① Ken is based in the US with documented professional practice history; clients can meet in person in LA. ② 11 years in the industry, 300+ approvals, photo records with hundreds of clients (see Cases & Team page). ③ Working photos with both former and current St. Kitts Immigration Ministers. ④ On-camera video appearances on YouTube and domestic Chinese platforms — public presence with accountability. This is a long-term practice, not an exit-scheme operation.
When should I start? Is now a good time?
Now is the best time. Reasons: ① The program just opened in 2026 — entry cost is at its lowest. ② The Chinese-applicant approval pathway is established but queues are still short. ③ OECD / EU pressure on CBI programs keeps rising — the window will close. ④ The value of a second passport isn't on the day you use it — it's knowing you already have it when you need it. Message Ken on WhatsApp; a 15-minute call will tell you if it fits — then you decide whether to move forward.
